SB-53 Senate GO analysis 2025-03-25

Citation

California State Senate, Committee on Governmental Organization (Senator Steve Padilla, Chair), analysis of SB 53 (Wiener), version amended February 27, 2025, for the hearing of March 25, 2025. https://billtexts.s3.amazonaws.com/ca/ca-analysishttps-leginfo-legislature-ca-gov-faces-billAnalysisClient-xhtml-bill-id-202520260SB53-ca-analysis-382673.pdf. Bottom line

  • This excerpt keeps the CalCompute passages of the first committee analysis of SB 53. The full analysis is on SB-53 Senate GO analysis 2025-03-25 (web). Use that page for the claims, flags and Report use.
  • In March 2025 the Secretary of the Government Operations Agency (GovOps) selected eight members. The Senate President pro Tempore and the Assembly Speaker selected three each.

Background

The Senate Committee on Governmental Organization heard SB 53 on March 25, 2025. It was the bill’s first hearing.

Key claims

  • Appointments.

Requires the Secretary of GovOps to select eight members of the consortium, and the President pro Tempore of the Senate and the Speaker of the Assembly to each select three members.

  • CalCompute not established. “This bill does not establish CalCompute, however, it does specify that if CalCompute is eventually established within the UC, the UC may receive private donations for the purposes of implementing CalCompute.”
  • Supporters. CalCompute is “a step towards democratizing access to advanced computational resources currently out of reach for many academics and startups in California.”

Evidence and method

A committee staff summary. The excerpt cuts the whistleblower text, the cloud background and most of the support list.

Limits

  • The excerpt ends in the middle of a sentence at several cuts. Read the full copy before you quote a cut passage.

⚠️ Contradiction: The March appointment scheme differs from enacted § 11546.8 (g), which gives three members to the “Senate Rules Committee” and ties each appointer to a field (SB-53 Gov Code 11546.8). See the full page for all flags.
