ESP Action CalCompute public cloud release 2024-02-08 (web)

Bottom line

  • It announces SB 1047 (2024), not SB 53.
  • Economic Security California Action co-sponsored SB 1047 and called CalCompute “a public cloud”. The CalCompute idea came from this sponsor before SB 53.
  • The release is advocacy. It is a primary source for the sponsor’s own position only.

Background

The bill set safety rules for large AI models and included CalCompute. The Governor vetoed SB 1047 in 2024 (ESP Governor signs SB-53 release 2025-09-29 (web)). SB 53 (2025) carried CalCompute forward as a consortium that writes a framework. Economic Security California Action is the advocacy affiliate of the Economic Security Project (ESP) in California.

Key claims

  • Subtitle: “CA State Sen. Wiener introduces bill co-sponsored by Economic Security California Action to create CalCompute, a public cloud computing cluster.”
  • SB 1047 “would create a public, state-of-the-art, high-powered computing infrastructure called CalCompute, providing broad access to artificial intelligence (AI) systems to boost innovation, research, development, and disaster response.”
  • “this bill aims to carve out a space for public good in the field of AI.”
  • Teri Olle, “Director of Economic Security California”: “The AI market is dominated by a handful of corporate actors and this essential legislation takes the first critical step in fostering greater innovation and openness to serve the public interest.”
  • Olle: “With the development of a public cloud like CalCompute, we can harness the potential of AI for good, accessing data to advance the next breakthroughs in healthcare, technology, and disaster response.”
  • The bill “would also require fair and transparent pricing.”
  • The bill “aims to democratize access to cutting-edge technology by creating a public cloud computing cluster”.
  • Wiener: “SB 1047 will also promote the growth of the AI industry by establishing CalCompute, a public AI research cluster that will allow startups, researchers, and community groups to participate in the development of large-scale AI systems”.
  • Wiener: “CalCompute will help align large-scale AI systems with the values and needs of California communities.”
  • Olle: “The vast computing power and money required to develop AI means people who may have brilliant ideas […] do not have access to the tools they need to pursue them.”
  • Olle: “AI technology developed with a goal to best serve the public—rather than to achieve market dominance—cannot rely on the traditional business practices that corporations have historically used to amass power and profit”.
  • “Economic Security California Action is an affiliate of Economic Security Project Action.”

Evidence and method

An organization press release. It gives no data. It quotes the sponsor and the author of the bill. It links the SB 1047 bill text and a PDF copy of the release.

Limits

  • The release is advocacy for a bill. It describes what the sponsor wanted, not what became law.
  • SB 1047 did not become law. Its CalCompute text is not the statute that governs the Report.
  • The release does not name the companies that dominate the AI market.
  • The release does not use the term “public option”. That term appears in the ESP Governor signs SB-53 release 2025-09-29 (web).

⚠️ Contradiction: The release says SB 1047 “would create a public, state-of-the-art, high-powered computing infrastructure called CalCompute”. The law in force, § 11546.8 (a), sets up “a consortium that shall develop, pursuant to this section, a framework for the creation of a public cloud computing cluster to be known as “CalCompute."" (SB-53 Gov Code 11546.8). The statute governs.

⚠️ Contradiction: This release calls Teri Olle “Director of Economic Security California”. The 2025 release calls her “Director of Economic Security Project California” (ESP Governor signs SB-53 release 2025-09-29 (web)). The 2024 launch release uses “Director of Economic Security California” (ESP launches Economic Security California 2024-01-30 (web)).
