Positions

• Author’s intent. Scott Wiener’s release says “housed at the University of California” (Wiener SB-53 expansion release 2025-07-09). SB 294 said “housed in California’s world-class public university system” (Wiener SB 294 announcement 2023-09-13).
• Committee. The July 2025 analysis says the consortium “must prioritize locating CalCompute within the University of California” (SB-53 Assembly Privacy analysis 2025-07-08).
• Cost. UC faces cost pressures “should it be established within the UC”, offset “to some extent by private donations” (2026-10-14 SB-53 Assembly Floor analysis, pp. 7-8).
